In psp open up a new image 700 by 700 white
background

From the scrap kit copy and paste element45
image resize 80%
move slightly to the right click inside
the top circle with magic wand
from the kit copy and paste a paper of choice
selection invert delete select none
move under the circle

Click on the top layer in layer palette from
the kit copy and paste element2

With your selection tool set to circle draw
out a circle around the clock

From my supplies open up the bubbles edit
select all edit copy click back on the original tag edit select all edit
paste into selected frames position in the glasses
